Building a house in Sierra Leone while living abroad
To build a house in Sierra Leone while living abroad, you need a construction arrangement you can check from a distance. The drawings, measured scope and written contract establish what you are buying. A named site lead, written progress reports and photographic records let you follow the work and make decisions without relying on a chain of verbal messages.
Verify the plot and decide what the house must do
Have an independent local lawyer check the land documents, boundaries and any ownership concerns before committing to construction. Agree who will confirm the permissions required for the proposed work. A contractor's quotation needs an identified plot and an agreed scope; it cannot settle a dispute over land ownership.
Write a brief for the house before asking for a construction price. Identify the intended occupants, rooms, number of storeys and areas that need to be completed in the first stage. If you intend to extend later, tell the designer at the start. The engineer needs to assess that intention in the design. A future floor should never be assumed from the appearance of the foundations.
Bring the drawings, specification and price together
Floor plans alone leave many pricing decisions open. Structure, roof construction, windows, sanitary fittings, drainage and finishes need enough definition to measure. Ask for a bill of quantities that connects the scope to item descriptions, quantities and rates. Unresolved selections and allowances should be visible so you can decide what must be settled before work begins.
Compare quotations against the same documents. Check the drawings used, the material specification, external works and supply responsibilities. A lower total can cover less work. Ask for differences to be recorded before choosing a contractor, rather than expecting the missing item to be included later. Our building construction and quantity surveying pages explain the measurement and pricing work.
Put authority and changes in writing
The contract should identify the parties, scope, rates, programme, payment terms and variation procedure. Agree who can issue an instruction and who can approve a change to the price. If a family member visits the site, clarify their role. Separate observation from authority to alter the work.
A change to the layout can affect structure, materials already ordered and the sequence on site. Record the changed drawing or instruction and its cost and programme effect. Keep the approval with the project records. A photograph or voice message can start a discussion, but the agreed contract should determine how an instruction becomes authorised work.
Agree evidence for progress and payment
Set the reporting schedule and the information you want to receive. Photographs should identify the area and stage of work rather than show unrelated deliveries or selected finished corners. A written report can record completed tasks, the next work, decisions needed and changes to the programme. Agree how the reported progress will be checked against payment.
Keep the original contract, approved variations and progress records together. A record of expenditure and completed work gives you a basis for discussing the remaining scope. If you need an independent inspection, arrange its role and access in advance. The inspection scope should identify what will be checked and the information required from the contractor.
Allow for the site and the rainy season
A Freetown plot needs a plan for access, levels, drainage and material storage. The construction sequence should account for rain affecting excavations and unfinished areas. Ask which decisions are needed before reinforcement, roofing, joinery or fittings are ordered, and set a way to resolve them while you are overseas.
ASSAS uses measured scope, bills of quantities, written contracts and cost records, with one named person responsible on site. Reporting and photographic records are agreed as part of the contract. How we work sets out these commitments. Finishing and fit-out can be specified as part of the building package or discussed as a defined later stage.
